Cars are far beyond being just means of transport. They are loved and used for showing off, for transport and for the owner's ego, too. But even if these cars are capable of reaching very high speeds, this is not legal, so you can't speed up when you are driving in your neighbourhood, but only on highways and even there there's a speed limit. So I guess the guys who have so powerful cars are in fact a bit frustrated and they break the law every time they get the chance hoping they will not be caught.
That is the main reason why police cars must be faster or at least as fast as those cars belonging to criminals, because otherwise the policemen will not be able to catch the bad guys.
